I have the honor to acknowledge the receipt of Government letter No:87 dated the 4th Instant, and of the Copy of Messrs Lindsay's letter sent therewith.
In answer to this complaint I can only state, that the detention of Mr Kerr's letter was the same as the detention of Mr Henderson's, the want of information to whom to deliver it, and that every reasonable exertion was made to ascertain who the agents of Mr Kerr were.
The letter with others addressed to that gentleman bearing "The Honorable"
